City prepares to impose eminent domain for NGA facility

Efforts continue to land a $1.6 billion facility for the National Geospatial-Intelligence Agency.

The latest roadblock in the facility’s development is securing single-ownership for 99 acres in north St. Louis. The proposed lot involves 19 property owners and 360 properties. Mayor Francis Slay’s Communications Director Maggie Crane explains some of the city’s obstacles for acquiring the land:

“Some of these owners are vacant property owners. They’re in California, it’s an LLC, we can’t get ahold of them no matter how hard we’ve tried.”

Of the 360 properties, 339 are owned by Paul McKee, a local developer, and he’s requesting more money than the city is offering. The disagreements may prompt the city to start using eminent domain.

“We are looking at the possibility of moving people who live in the neighborhood,” Crane said. “Whether it’s a commercial property or residential property, they may move to a home that already exists. We might build them a new home, or even pick up their existing home and move it down the street if they so choose and it’s structurally sound.”

The St. Louis Board of Alderman already approved the possibility of eminent domain, but will consider a bill starting Friday that would approve its use for the specific, proposed sites.
