Advocates estimate tens of thousands have become the collateral damage in an ideological battle between the newly elected governor and Democrats

Illinois budget battle continues nearly a month into new fiscal year

CHICAGO (AP) – Almost a month after Republican Gov. Bruce Rauner and Democrats who run the Illinois Legislature entered a new fiscal year without a state budget, Illinois in many ways is still chugging along.

But the impasse is hitting a growing number of people, as social service agencies don’t get promised payments, programs are reduced or eliminated and some agencies close their doors.

Advocates estimate tens of thousands have become the collateral damage in an ideological battle between the newly elected governor and Democrats that could go on for months. Most of those affected are low-income parents, seniors, people with disabilities and immigrants.

Rauner won’t agree to a deal until he gets some of his legislative agenda, including term limits for lawmakers. Democrats have shunned his priorities as harmful to working families.
