Illinois judge allows state to continue paying all state workers

A judge authorized state Comptroller Leslie Munger to continue paying all state workers even though there’s been no spending authority approved

SPRINGFIELD, Ill. (AP) – An Illinois appellate court has reversed an order prohibiting full state-employee paychecks during the budget impasse.

The 1st District Appellate Court’s ruling Friday authorizes state Comptroller Leslie Munger to continue paying all state workers even though there’s been no spending authority approved.

Republican Gov. Bruce Rauner and the Democratic-controlled Legislature have sparred for weeks over how much the state should spend in a fiscal crisis.

A Cook County judge decided last week that there could be no pay without the required budget in place. The order said Munger could only pay minimum wage to those workers covered by federal labor law. But Munger complained the state doesn’t have the technology to separate them from other employees.
The four-judge appellate panel said the lower court should have considered that hardship.
