Missouri Senate leaders oppose lump sum budget proposal

JEFFERSON CITY, Mo. (AP) – Missouri Senate Republican leaders have withdrawn support for a proposal from the lead Senate budget writer to create lump sum budgets for most programs within three departments.

Senate President Pro Tem Tom Dempsey and Majority Leader Ron Richard said Thursday that they would vote against any budget agreement that included the lump sum proposal. Their comments come as negotiations on Missouri’s $26 billion budget for fiscal year 2016 continue.

Senate Appropriations Committee Chairman Kurt Schaefer had pushed the lump sum proposal, which also includes cuts to three departments.

The House version of the budget allocated specific amounts to each program, as has typically been done by the Legislature.

Dempsey says he understands the desire to rein in spending but that the governor could cut essential services instead of finding efficiencies.
