Munger says without budget payments to lotto winners could stop

CHICAGO (AP) – Comptroller Leslie Munger says without a new budget agreement, Illinois will again stop paying lottery winners, 911 call centers and higher education grants starting July 1.

Munger addressed Illinois’ ongoing budget impasse Thursday. She says without new legislation, her office won’t be able to write checks. The Republican says the situation could lead to wave of costly lawsuits.

Illinois is poised to enter a second fiscal year without a budget.

Last year, Republican Gov. Bruce Rauner vetoed the budget legislative Democrats sent him except for K-12 education funding. Later other measures to pay lottery winners and MAP grants were also approved. Those payments totaling $23 billion expire at the month’s end.

Lawmakers adjourned in May without a budget. Groups of legislators are considering funding proposals, including short-term budgets.
