Woman found dead in rental van identified

Metro-east authorities aren't sure how a woman found slumped over the wheel of a rental van in a store parking lot actually died.

The Madison County Coroner's Office has identified the victim as 42 year old Frances M. Ragan of East Alton.  The coroner's officer reportst that an initial autopsy found no signs of violence or trauma. Further testing, including toxicology tests, will be performed.

An employee of the Dollar General store in the 400 block of Broadway in South Roxana had discovered the woman Saturday morning and called police.

Investigators are asking anyone who spoke to Frances Ragan over the past several days to contact them.

The South Roxana, Illinois man who admitted to hitting and killing a motorcyclist two years ago, will head to prison.

Lloyd Denny told prosecutors he was talking on his phone and taking prescription medications when he rear ended the motorcycle and killed Bradley Umphlett in Alton. KSDK reports that just days before his sentencing, Denny's bond was revoked for possession of heroin.

Denny will spend three years behind bars.

Residents in the South Roxana, Illinois area can relax now, but many were on edge Monday evening. That's because of a loud boom that rattled windows in the area just before 10:00 p.m.

Some residents had expressed concern because it came from the Wood River Refinery.

Officials at the Conoco Phillips Refinery say there's no cause for concern. The boom was the result of a normal steam pressure release. Officials say it was loud, but harmless.
