JEFFERSON CITY, Mo. (AP) - The Missouri House has passed a bill that would allow county sheriffs to issue concealed weapons permits instead of the Revenue Department.

Missouri sheriffs already have the responsibility of receiving concealed-carry applications, reviewing applicants' backgrounds and issuing paper permits. But under current law, recipients take the paper permits to a local licensing office overseen by the Department of Revenue to receive a photo ID card noting their concealed-carry status.

Republican lawmakers want to allow sheriffs to print the permits after learning the Revenue Department compiled a list of concealed weapons permit holders to share with a federal agent at the Social Security Administration.

The measure passed 123-34 Monday. It would also allow designated school personnel to carry concealed weapons in schools buildings. It now heads to the Senate.

 

Baby elephant born at St. Louis Zoo

There is a new member of the Saint Louis Zoo!

42-year-old Ellie the Elephant gave birth to a baby girl around 11:00 PM Friday. Zoo officials say both mom and baby are doing well.

This is Ellie's third daughter and the fourth for Raja, the calf's father. Raja was the first elephant born at the zoo.

Zoo officials are expected to release more information about the new addition sometime Saturday.

WASHINGTON (AP) — The chairman of the House Homeland Security Committee says he believes the Boston Marathon bombing suspects had some training in carrying out their attack.

Rep. Michael McCaul is citing the type of device used in the attack — shrapnel-packed pressure-cooker bombs — and the weapons' sophistication as signs of training.

Homemade bombs built from pressure cookers have been a frequent weapon of militants in Afghanistan, India and Pakistan. Al-Qaida's branch in Yemen once published an online manual on how to make one.

McCaul also tells "Fox News Sunday" that he thinks the suspects' mother played "a very strong role" in her sons' radicalization process and that if she were to return to the United States from Russia, she'd be held for questioning.
