Ameren Missouri Rates Questioned

JEFFERSON CITY, Mo. (AP) - Missouri utility regulators plan to hear evidence in June on a pair of cases challenging the electricity rates charged by Ameren Missouri.
 
The Missouri Public Service Commission scheduled a hearing to begin June 4 on a request by Noranda Aluminum for a 25 percent reduction in the rates it's charged at its aluminum smelter in the southeast Missouri town of New Madrid.
 
The commission set a hearing to begin June 23 on a separate case involving Noranda and Ameren. That complaint alleges Ameren is earning more than it is authorized to from its electricity rates.
 
 The commission said it expects to make a decision by July 30 on the rates involving the Noranda smelter and by Aug. 20 on the case asserting Ameren is earning too much.

   JEFFERSON CITY, Mo. (AP) - State utility regulators have publicly released a confidential report detailing how much money has been earned by Ameren Missouri.
   The Missouri Public Service Commission decided Tuesday to unseal a November report that has been at the heart of a complaint alleging the St. Louis-based electric company was earning more than allowed.
   The newly released documents also include testimony from utility regulation consultants hired by Noranda Aluminum, which is leading the challenge of Ameren's electricity rates.
   The consultants said Ameren exceeded its authorized return on equity by $29 million during a 12 month period ending last Sept. 30. But the consultants said Ameren's allowable earnings rate should be adjusted downward. If that adjustment were made, the consultants estimated that Ameren earned $67 million more than what was reasonable.

   JEFFERSON CITY, Mo. (AP) - Missouri regulators have approved an infrastructure surcharge for natural gas customers of Ameren Missouri.

   The Public Service Commission says the surcharge will cost residential customers 75 cents per month.

   Ameren Missouri sought the surcharge for infrastructure improvements it has made since the start of 2011. Its costs for replacing and relocating natural gas pipelines are not included in its rates.

   St. Louis-based Ameren Missouri has about nearly 127,000 natural gas customers in Missouri.

Ameren rates will decline

Good news for Missouri electric customers. Residents should soon see a small decrease in their monthly bill. Missouri regulators have adopted a lower fuel adjustment tariff that should reduce bills for Ameren Missouri customers. The Public Service Commission says the decrease amounts to about $1.97 per month for residential customers and goes into effect September 24.

Ameren Missouri is trying to help low-income and elderly customers stay safe in the heat--they are giving away air conditioner window units through charities. Ameren is donating 665 units to several organizations and agencies. 300 of the units are going to the Urban League of St. Louis.

Ameren crews preparing for storms

   With another line of potentially severe weather expected to push through the metro-area Thursday, Ameren has place crews on both sides of the river on stand-by.  Ameren officials say they've mobilized personnel and equipment to facilitate their response to any storm-related power outages.  

   But Ameren officials say there are some things customers who lose power during the storms need to do.  First, officials say, report the outage.  Don't assume the power company knows your lights are out.

   Second, they remind customers to stay away from downed power lines and always assume that any lines that have fallen are still live wires.  Report the downed lines immediately.

   They say to stay out of the way of power company crews who are working to repair lines and restore power.

   And finally, they ask customers to be patient.  Crews will get repairs made as quickly as they can do so safely.
