JEFFERSON CITY, Mo. (AP) - A mother, father and grandmother who all grieved over the deaths of infants have testified on Missouri legislation to limit the number of young children who can be watched in home day cares.

The bill presented Tuesday before a House committee would change a Missouri law that exempts the relatives of child-care providers from being counted toward the requirements for state licensure. The bill would require licensure for anyone watching more than four children of preschool age or younger, so long as they are being paid for watching at least one of those children.

The bill is called "Nathan's Law," in remembrance of a suburban St. Louis baby who died in 2007 in a home day care. Nathan's mother, Shelley Blecha, was among those testifying for the bill.

St. Louis has gone to the dogs, but that's is meant as a compliment.

Personal finance website NerdWallet.com listed St. Louis as one of the Ten Best cities to have a dog. The firm's financial analysts considered factors like the number of off-leash dog parks per 100,000 residents, cost of a vet visit, and the walkability score of a city. St. Louis was the top state in the Midwest and seventh nationally.

CHAMPAIGN, Ill. (AP) - The people behind the $300 million Blue Waters supercomputer project at the University of Illinois are celebrating this week.

The computer is now up and running. It is one of the world's fastest supercomputers and can maintain a speed standard known as a petaflop, which allows unusually complex calculations.

In late 2011 it looked like the project might never be finished. Original builder IBM pulled out and that set off a scramble.

Thom Dunning is director of the National Center for Supercomputing Applications at the university. He admits there were real worries the project might stop.

But Cray Inc. took over and Blue Waters is now essentially complete. It's running about 30 projects exploring everything from earthquakes to space satellites.

Blue Waters will be officially launched in a ceremony Thursday.
