State cites Belleville for flawed emergency plan

   BELLEVILLE, Ill. (AP) - Illinois state regulators have cited the city of Belleville for gaps in its planning for tornadoes and other emergencies.

   The Belleville News-Democrat reports the Illinois Department of Labor investigated after an alderwoman's complaint when tornado sirens sounded during a City Hall meeting and no effort was made to move people to safety.

   The Department of Labor conducted interviews in early June and determined employees lack training on the city's emergency plan. In a July 17 citation, the department gave Mayor Mark Eckert until Aug. 21 to submit a new written emergency plan.

   Eckert says that plan has been written and he's hoping to start drills this month at City Hall. The mayor says he wants the new plan approved by the City Council on Monday.

 

   CAIRO (AP) — Egypt's official news agency reports that the state prosecutor has ordered the detention of the ousted president over alleged contacts with Hamas to help in his escape from prison in 2011.

   The MENA news agency said Mohammed Morsi has been detained for 15 days for investigation into the charges.

   Egypt's military has been holding Morsi in an undisclosed location since deposing him on July 3.

Washington Park, IL considers disbanding police

   WASHINGTON PARK, Ill. (AP) - The mayor the village of Washington Park, Illinois says city leaders are talking about disbanding the police department.

   The Belleville News-Democrat reports Thursday that Washington Park Mayor Ann Rodgers says the village's financial situation is bleak. She says a number of options are being considered but nothing has been finalized. The village's police chief, Aubrey Keller, has previously suggested the department be abolished.

   Keller says the department has a staff shortage and is paying overtime costs.

   St. Clair County State's Attorney Brendan Kelly also agrees that abolishing the department is an option.

   Washington Park has a $7 million deficit and Illinois Comptroller Judy Baar Topinka has called for the state attorney general to investigate the village's finances.
