JEFFERSON CITY, Mo. (AP) — Farmers in a dozen Missouri counties could be eligible for emergency loans through the U.S. Agriculture Department for damage from severe spring weather.
Gov. Jay Nixon's office said Tuesday the federal agency has declared natural disasters for the counties because of severe storms, high winds and flooding.
The northern counties of Clark, Harrison, Mercer, Putnam, Schuyler, Scotland and Worth are eligible because they border primary disaster areas in Iowa hit by severe weather in the second half of April.
In eastern Missouri, five counties are eligible because they border primary disaster areas in Illinois that were affected by severe weather between April 16 and May 5. Those counties are Lincoln, Marion, Pike, Ralls and St. Charles.
Farmers should document losses or additional costs caused by the weather between those dates.
SPRINGFIELD, IL (AP) — The Illinois attorney general's office says the federal appellate court has given the state an extra 30 days to lift its ban on concealed weapons.
The court on Tuesday granted Attorney General Lisa Madigan's request to allow Gov. Pat Quinn more time to review legislation passed last week.
However, on issuing its ruling, the court said it would not issue another extension of its mandate past the new deadline of July 9.
Illinois was the last state in the union banning the concealed carrying of guns when, in December, the court struck down the ban. The court gave lawmakers until June 8 to legalize the concealed carry of firearms.
Madigan said the Sunday date would have shortened the time set in the state constitution to allow Quinn to review legislation.
JEFFERSON CITY, Mo. (AP) — Republican state House member Jason Smith has won a special election for a vacant congressional seat in southeast Missouri.
Smith defeated Democratic state Rep. Steve Hodges on Tuesday in the reliably Republican 8th Congressional District. He will succeed Republican Jo Ann Emerson, who resigned in January to lead the National Rural Electric Cooperative Association.
Smith, who turns age 33 later this month, will be one of the younger members of Congress. He served the past seven years in the state House, where he rose to the No. 2 ranking official. He owns a family livestock farm, is an attorney and also is a partner in a real estate business.
During his campaign, Smith emphasized a fiscally conservative philosophy and called for the repeal of President Barack Obama's health care law.
KIRSKVILLE, Mo. (AP) - A former northeast Missouri college student who claimed she had terminal cancer has been sentenced to five years' probation for forgery.
KTVO-TV reports 23-year-old Victoria Marut, of St. Peters, must also do 100 hours of community service under the sentence imposed Monday in Adair County Circuit Court.
Marut was accused of fooling teachers and pupils at Kirksville schools during her internship as a Truman State University graduate student. Her shaved head and claim of having terminal non-Hodgkins lymphoma prompted an outpouring of cash and other assistance.
Marut pleaded guilty earlier to forging a doctor's signature.
For community service, Marut must speak in schools about the decisions she made and how they affected other people. She was also ordered to write letters of apology to students and teachers in Kirksville.
The victim of a fatal shooting in a north county neighborhood, has been identified.
Police say 17-year-old Tavelle Coleman was shot inside a Castlepoint home around 9:45 Monday night. There were seven other people in the house when the shooting happened.
The Castlepoint neighborhood is south of 270 just west of 367.

Two of three suspects are in custody after allegedly robbing a pizza delivery driver in north county last week.
18-year-old Joey Hale Jr faces First Degree Robbery charges. Ava Jackson was arrested on Friday for allegedly ordering the pizza that the driver was delivering when the robbery occurred.
St. Louis County Police allege that Hale Jr and a third suspect jumped from the bushes outside a Spanish Lake apartment complex. The suspects were both armed, one with an AK-47 assault rifle, when they demanded money from the driver.
St. Louis County Police continue to work undercover with delivery companies. The campaign started after several Imo's Pizza drivers were robbed last year.
The third suspect remains on the loose.

A guilty plea is expected when Clay Waller appears in court this week. Waller is accused of murdering his wife, Jacque Waller. She went missing after telling people she was going to meet with her estranged husband in 2011. Search teams found her body last week across the river from Cape Girardeau. Clay Waller is already in prison for harassing Jacque's sister. If he submits the anticipated plea, the next step would be setting a sentencing date. The couple's triplets are now seven years old and live with Jacque's sister.
New information on the second levee breach near West Alton and Rivers Pointe.
Officials now say the breach is very near the confluence, but on the Mississippi River side of the levee system. The breach is between 100 and 150 feet wide.
There is a voluntary evacuation order in effect for over 40 homes that are east of Highway 67.
Water has moved about two miles inside the levee.
