SPRINGFIELD, Ill. (AP) - Illinois finished the fiscal year on Sunday $6.1 billion in the red.

But Comptroller Judy Baar Topinka said Monday that the backlog of unpaid bills to schools, agencies, hospitals and businesses is expected to grow another $1.4 billion by next month.

The state collected $1.3 billion in unexpected tax revenue this spring from residents selling assets before new tax laws took effect.

Topinka says putting that money towards unpaid bills allowed the state to end the fiscal year in a better position than it otherwise would have.

However, she is warning that the windfall is a one-time occurrence and it does nothing to address the state's budget problems.

The comptroller's office estimates unpaid bills will rise to $7.5 billion in August and to nearly $9 billion by December.

A senseless murder in a neighborhood near downtown St. Louis.

Police say a man was shot several times when he went to answer a knock on the back door of his apartment. 35-year-old Mark Wells lived in the apartment at Samual Shepard and Leffingwell--several blocks northeast of Harris-Stowe University--with some of his kids. When he went to answer the door, police believe several suspects shot through the door and killed him.

Two of his boys were asleep upstairs when the shooting occurred. Evidence points towards multiple guns being used.

Police have no suspects and ask anyone with information to call Crimestoppers 1-866-371-TIPS.

MOSCOW (AP) - The Interfax news agency says a Russian consular official has confirmed that National Security Agency leaker Edward Snowden asked for political asylum in Russia.

Interfax cited Kim Shevchenko, the duty officer at the Russian Foreign Ministry's consular office in Moscow's Sheremetyevo airport, as saying that Snowden's representative, Sarah Harrison, handed over his request Sunday.

Snowden has been caught in legal limbo in the transit zone of Moscow's Sheremetyevo airport since his arrival from Hong Kong on June 23. The U.S. has annulled his passport, and Ecuador, where he has hoped to get asylum, has been coy about offering him shelter.

Russia's President Vladimir Putin says Snowden will have to stop leaking U.S. secrets if he wants to get asylum in Russia, but adds that Snowden has no plan to quit doing so.

UPDATE 5:37 PM

Police have named a suspect is the armed carjacking of an elderly man in Festus.

Police say 18-year-old Seth Thompson remains on the loose. Thompson allegedly stole a silver 2008 Ford Focus from the 75-year-old victim around 5 AM on Monday. Thompson, who is from Texas, was last seen driving the car south on 61.

Anyone with information on the carjacking is asked to contact the Festus Police Department at 636-937-3646.

 

Festus police say a suspect remains at large after carjacking an elderly man outside of Walmart this morning.

The incident happened just before 5 AM near South 61/67 and Highway A. The victim, a 75-year-old man, said the suspect stole the car at gunpoint. The suspect was last seen driving the stolen silver 2008 Ford Focus with the Missouri plate M-C-5-L-2-G. The car was traveling south on 61.

Anyone with information on the carjacking is asked to contact the Festus Police Department at 636-937-3646.
