    A Franklin County toddler who's been missing since Sunday morning is safe.  The Endangered Person Advisory for the girl has been lifted.  

   The Franklin County Sheriff's Department isn't saying where two-year-old Ellanna Jade Spear was located, or who was with her.  

   Authorities had issued the advisory after her custodial grandparents received a text message Sunday morning saying that Ellanna wouldn't be returned from a visit with non-custodial grand parents.  The toddler had last been seen Friday in Gray Summit, Missouri.  

   There's no word yet if any arrests have been made or if anyone will face charges in the case.

   All authorities are saying at this time is that the little girl has been found safe.

50 animals removed from Franklin County home

The Humane Society of Missouri is taking care of 50 animals that were taken from a Franklin County Home.
 
Sheriff's Deputies found the animals while responding to a home where a woman had fallen. The Humane Society will care for the cats, rabbits, and birds until the woman can take care of the animals on her own.

Franklin County man accused of murdering father

ST. CLAIR, Mo. (AP) — Police have charged a 33-year-old Franklin County man with first-degree murder in the death of his father.

The St. Louis-Post Dispatch reports that worried relatives found the body of 57-year-old William J. Osborn Thursday afternoon after forcing their way into his Lonedell home.

Franklin Sheriff Gary Toelke says William Patton Osborn had a volatile relationship with his father and had sold one of the elder Osborn's guns in St. Clair after the killing.

He is also charged with armed criminal action for allegedly stealing his father's truck, a motorcycle and firearms.

Osborn was jailed with a cash-only bond of $100,000. Online court records don't list an attorney on his behalf.

   A two-alarm brush fire that destroyed several buildings in rural Franklin County Thursday night is prompting a warning from fire officials.  

   It took dozens of firefighters more than an hour to extinguish a brush fire along Highway BB near Beverly Court in Cedar Hill.  No one was hurt, but the fire destroyed a camper and several out buildings in the rural community.

   Cedar Hill Fire Chief Terry Soer says the blaze began as a controlled burn that got out of hand.  The chief told Fox 2 News that brush fires are a real risk this time of year.

"Right now we're really concerned because of the low humidity," he said.  "The leaf cover is very heavy.  Obviously, we're encouraging people -- no burning outside, or anything like that."

   Chief Soer says the rain that's expected this weekend will take some of the pressure off.

ST. LOUIS (AP) - Ameren Missouri says it is delaying the planned construction of a coal ash landfill in Franklin County.

The St. Louis-based utility wants to build the landfill next to its Labadie power plant.  Environmental groups have fought the landfill because of its proximity to the Missouri River flood plain.

The Washington Missourian reports that the Missouri Public Service Commission has canceled project hearings scheduled for November so that Ameren can file a revised construction permit application with the state Department of Natural Resources.

Franklin County has asked the utility to include six additional groundwater monitoring wells at the landfill, despite DNR assurances that Ameren's groundwater monitoring plan is adequate.

An investigation underway in Franklin County after a St. Louis woman says she was raped by two armed men.

The woman told officers she was driving home to St. Louis from Cuba, when she became lost. When she pulled over to ask for directions, two men--one man armed with a knife, the other with a gun--approached her car. The men proceeded to sexually assault her.

The woman was treated for the assault at a hospital. Police have only a very vague description of the suspects. The woman was not able to tell authorities which direction the men drove off.

Franklin County drowning victim ID'ed

ST. CLAIR, Mo. (AP) - Authorities in Franklin County, Mo., are investigating after a man's body was found in a lake.

The Washington Missourian reports that the victim was identified Monday as 66-year-old Jeffrey Wolk, who lived along Lake Thunderbird. His body was recovered at 10:30 a.m. Sunday. There were no obvious signs of foul play.

Deputies were called after two people reported seeing the body in the water. The body was found floating in about three feet of water.

Authorities say he lives alone along the lake.

   Franklin County officials reported damage county-wide.  That includes widespread roof and tree damage.  Sullivan was one of the hardest hit areas in the county.   Several mobile homes were damaged at the Jergenson mobile home park.  At least 4 people were injured there, mainly broken bones.  Rescue crews have gone door to door, searching for additional victims.  The storm struck the 1st Baptist Church in Union during a church service.  Worshippers evacuated to a safe area of the church, which lost a large portion of it's roof, but no one was injured.

   The cleanup will be long and arduous in Hazelwood after a tornado reportedly touched down their during last night's storms.  Strike teams from St. Charles County were called in to assist local authorities about 8:30 p.m.  Fire crews from St. Charles and the City of St. Louis were also called in.  Ground zero was near Howdershell and Lynn Haven.  At least one person became trapped after a tornado tossed a large tree onto a home at Howdershell and Octavia.  Several buildings were damaged in that area and police have closed the roads leading into the neighborhood.  The good news:  There have been no reports of serious injuries in Hazelwood.

   Multiple Tornado Warnings were issued for St. Charles County. Projected paths included St. Peters, Cottleville, and St. Charles; 370 Park; and West Alton. Radar also indicated rotation between O’Fallon and Lake St. Louis, as well as in the area near Defiance.  Power outages are minimal in St. Charles County, but there are other problems, including road closures.  Highway 94 is blocked just east of Portage des Sioux because of downed power poles and wires.  A spokesperson for the county says they're not sure when that will be cleared.  Also there's water covering Hwy H at Hwy 94. Multiple utility lines down or arcing in Dardenne Prairie, St. Peters, O’Fallon, and unincorporated county. And lightning strikes were reported in Lake St. Louis, Dardenne Prairie, Cottleville, and unincorporated areas.

   Damage is also being reported in the Hill neighborhood of South St. Louis.  In the 5600 block of Columbia, two homes were heavily damaged.  The roof was ripped off one home and strewn across the block, causing additional damage to cars and other homes.

Authorities in Franklin County want to talk to a woman who reported seeing a car drive into the Meramec River Monday evening. Sheriff's deputies say the woman had reported it to a park ranger at Meramec State Park around 5:30 p.m.

The park ranger attempted to locate the car, but couldn't find it. He also lost touch with the woman who'd made the report.

She's described as a white woman driving a white, Chevy Malibu.

Anyone with information is asked to call the Franklin County Sheriff's department.
