EAST ALTON, Ill. (AP) - Property taxpayers in southern Illinois are getting back roughly $8.4 million related to a now-closed hospital under legislation signed by Gov. Pat Quinn.

The Chicago Democrat signed a bill Wednesday that refunds money from the Wood River Township Hospital that closed in 2000. The hospital's fund had about $8.4 million after paying pension benefits and debt.

House lawmakers approved the bill last week. Supporters say they had several options on what to do with the money. They say giving it to property taxpayers seemed the most fair and popular.

In a Wednesday statement, Quinn says it's been a priority to reduce costs and improve services.

The hospital board estimates a person with a $100,000 home would receive a refund of up to $450.

A suspect is back in custody after police say he escaped a St. Louis hospital.

Why was he in the hospital? He was shot in the face during an attempted burglary.

The owner of an East St. Louis towing company was patrolling the company grounds when he saw two burglars. The owner shot one of the men in the head before calling police. One suspect was arrested, the other taken to SLU hospital. While the injured suspect was in the hospital, he managed to escape and fled to his girlfriend's apartment. Police quickly found him and arrested him again.

The suspect will need reconstructive facial surgery, but is expected to survive.

ST. LOUIS (AP) — An audit by the Federal Office of Inspector General says Missouri should pay back more than $21 million in federal Medicaid payments made to a state-operated children's hospital in St. Louis County.

The audit found that Hawthorn Children's Psychiatric Hospital failed for five years to fulfill regulatory requirements to qualify for the federal Medicaid reimbursements.

Missouri Department of Social Services spokeswoman Rebecca Woelfel says the department disagrees with the audit and will continue to defend its position. The state also filed a letter disagreeing with the finding.

The Office of Inspector General cannot require the state to pay back the money. The Centers for Medicare and Medicaid Services will decide whether to seek repayment of some or all of the money, and Missouri can appeal that decision.

Just before 11 Wednesday morning, firefighters were called to the house, just north of I-70 off Union, after neighbors reported an explosion. Rescuers pulled the boy from the home and rushed him to the hospital, where he died this afternoon.
