JEFFERSON CITY, Mo. (AP) - A Missouri appeals court panel has upheld the financial estimate for a potential ballot initiative seeking to reinstate campaign contribution limits.

The ruling Tuesday by the Western District appellate court overturns a decision made last year by Cole County Circuit Judge Jon Beetem.

The proposed initiative would limit contributions to $2,600 per election for candidates for governor, judgeships, the Legislature and other offices. It would ban contributions by corporations and labor unions to candidates or political parties.

The financial summary prepared by the auditor's office says the impact on state and local revenues is unknown. The appeals court said that's sufficient.

Beetem had ordered that to be revised to incorporate an opponent's estimate that the contribution limits could reduce tax revenues by millions of dollars.

St. Louis, MO (KTRS) - Metro is inviting the public to a series of meeting and hearings on a fare increase proposal that would take effect in July.

The meetings will be held between March 25-27 in St. Louis city, St. Louis county, and East St. Louis. Metro introduced three fare increase options that would all increase operating revenue more than $2 million next year. The public meetings will have an open house format with no formal presentations, while the hearing will have a formal presentation and a public comment session.

Comments on the proposed fare increases can also be made by calling 314-982-1422 or email fareincrease2014@metrostlouis.org.

Public meetings:
Tuesday, March 25, 11:30 a.m.-1:30 p.m.
St. Louis City Hall, 1200 Market St., St. Louis, Mo.

Wednesday, March 26, 4-6 p.m.
East St. Louis City Hall, 301 River Park Dr., East St. Louis, Ill.

Thursday, March 27, 4-6 p.m.
St. Louis County Government Center, second floor, 41 South Central, Clayton, Mo.

Public Hearing:
Tuesday, April 1, 5-7 p.m.
Metro Headquarters, 707 N. First St., St. Louis, Mo.

The three options for a fare increase are below:

Option 1 increases MetroLink one-ride fare from $2.25 to $2.50 (+$0.25); weekly pass from $25 to $26 (+$1); monthly pass from $72 to $80 (+$8) and semester pass from $150 to $165 (+$15).

Option 2 increases MetroLink one-ride fare from $2.25 to $2.50 (+$0.25): weekly pass from $25 to $27 (+$2); monthly pass from $72 to $78 (+$6) and semester pass from $150 to $175 (+$25).

Option 3 would not change the MetroLink one-ride fare; weekly pass from $25 to $28 (+$3); monthly pass from $72 to $80 (+$8) and semester pass from $150 to $175 (+$25).

St. Louis, MO (KTRS) - Residents in St. Louis city lodged a record number of complaints about snow removal.

Officials say they received more than 1,300 complaints in 2013--more than the total from the previous five years combined. On January 10th, two days after nearly a foot of snow fell on the area, 41 complaints were made in one hour.

That’s more than all complaints combined in 2012. This winter the city plowed side streets for the first time.
