A Superfund site in St. Louis that has been a concern for decades is about to be cleaned up.

Federal and local officials gathered to announce a $30 million cleanup of the old Carter Carburetor site. No public money will be used. The remediation is funded by Carter Building Inc. and ACF Industries Inc., a successor to the company that owned the carburetor factory. Work is expected to start by the end of summer.

The site has been an eyesore for decades and Mayor Slay had this message for neighbors, "I want to thank the residents of the neighborhood for your determination to keep all of focused on this issue and being a part of our approach to make this day become a reality."

Pollution is the largest problem heading into the cleanup effor. The Soil contains cancer-causing chemicals and the buildings contain asbestos.

The Associated Press contributed to this report.

ST. LOUIS (AP) - A federal judge is rejecting a legal bid by gun-rights advocates who wanted people to be able to immediately carry firearms in Illinois under the state's new concealed carry law.

East St. Louis U.S. District Judge William Stiehl threw out the lawsuit filed by Mary Shepard and the Illinois State Rifle Association, siding with the state and saying the legal action is moot.

Shepard and the rifle group had argued it was unconstitutional to make people wait for the permit process to be outlined under the new concealed carry law that lawmakers passed July 9.

Illinois was the last state in the nation to ban the practice.

Illinois State Police have 180 days to set up a program before accepting applications, plus another 90 days to process the forms.
