AUSTIN, Texas (AP) — Texas can sometimes feel like tea party heaven. It’s home to Ted Cruz and a state Legislature packed with hard-right devotees. Even the governor heeds fringe fears that a routine U.S. military exercise could be a ploy to seize the state.
